Development of a Framework Regulation for the Implementation of State-Delegated Powers in the Republic of Armenia

The Economic Development and Research Center (EDRC) has launched a new assignment under the Integrated Municipal Development in Armenia (IMD) Project, implemented with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The objective of the IMD project is to strengthen local governance, enhance municipal capacities, and support effective decentralization in Armenia through institutional and governance reforms.

The objective of the assignment is to develop a draft Procedure for the Implementation of State-Delegated Powers, together with the corresponding explanatory justification, ensuring regulatory coherence, institutional clarity, and alignment with the principles of sound fiscal governance.

The assignment addresses a key gap in Armenia’s decentralization reform—the absence of a unified regulatory framework governing the implementation of state-delegated powers by local self-government bodies. The proposed Procedure will establish clear institutional responsibilities, align delegated functions with financing mechanisms, strengthen accountability and monitoring, and improve coordination between central and local authorities.

By supporting the development of a coherent legal and fiscal framework for the implementation of state-delegated powers, the assignment will contribute to stronger intergovernmental relations, more predictable municipal financing, and more effective local public service delivery in Armenia.
